New Orleans is facing an affordable housing crisis where lower- and middle- income families are being pushed to the edges of the city, away from jobs and opportunities. In order to ensure sustained and equitable growth, we need to give more people the opportunity to live in the urban core, near frequent transit stops.

During the 2017 Louisiana Legislative Session, Senator Conrad Appel introduced SB 162. The bill restricted and potentially completely prohibited municipalities across the State from using local zoning policies to promote mixed-income housing development. This law would repeal a law passed in 2006 to actively promote what is called “inclusionary zoning.”
Senator Appel’s Bill 162 was a direct attack on New Orleans’ policy to respond to our residents’ needs.
The Greater New Orleans Housing Alliance (GNOHA) and Louisiana Housing Alliance (LHA) conducted eight regional housing listening tours from December 2016 to February 2017. Each session was advertised to local public officials, non-profits and community members.
