Urge New Orleans City Council to oppose Interim Zoning District requiring 1:1 Parking
Like the rest of the world, Orleans Parish is in the midst of a once-in-a-century pandemic; and to make matters worse, our city is facing an affordable housing crisis. As you’re well aware this combination has created a precarious housing situation for residents. We ask that you to email the city council ask them to oppose the IZD in Motion M-20-80 that will increase housing costs and guarantee that affordable housing will not be created in the University Area. It was just announced that “people living their Suburban Lifestyle Dream” would “no longer be bothered or financially hurt by having low income housing built in your neighborhood,” and this is just another tactic. According to the most recent census data, 48% of all New Orleanians are cost-burdened due to housing but nearly 67% of households don’t have a car or only have one car. We need more affordable housing and equitable transit oriented development, particularly as we work on the NewLinks process to redesign our transit system. We must urge our elected officials in New Orleans to #PutHousingFirst!
On July 28th, CPC staff presented the completed University Area Parking study, including recommendations to the commissioners. The study confirmed what we view as a major unintended consequence—housing costs will increase. On average, off-street parking costs $5,000 per space. In the event that a developer is able to provide the on-site space, associated costs will be baked into the rent price or the home’s sale price. Moreover, existing homeowners in the area seeking to add an additional bedroom for a family member, that are unable to provide parking, will pay $1,000 to begin an appeal process. To that end, in the appeal process, there is a criterion whether the increase in bedrooms is to support affordable housing. We are very concerned that affordable housing is not defined and waivers are reviewed on a case-by-case basis.

“I urge you to opposed the IZD in this motion that will require off-street vehicular parking for any increase in the number of existing bedrooms in the Uptown University area. The area has a desperate need for affordable housing opportunities for workers employed in the neighborhood and will benefit from living closer to their jobs and accessing the high frequency transit in and around this area. We can no longer allow policies that lead to inequities becoming law—even when those inequities are byproducts of the policy instead of the stated intent. I urge to oppose this motion and #PutHousingFirst.”
